Call operator for creating a testbed of different surfaces. It returns a testbed for all planar surface types and the corresponding cartesian/polar segmentation.

Parameters
rScaleis a parameter how far the random numbers should be generated (1 -> inside to boundary, 1.1 -> 10% outside)
